An Innovative Business Model
AOC delivers its federal contracts through its operating LLCs which are either wholly owned or special purpose Limited Liability Companies (LLCs). AOC forms joint ventures with entities to bring special capabilities and gain prime past performance and experience to a market or federal program. Small Business Administration (SBA) regulations encourage and approve of small businesses forming joint ventures with other small businesses. These regulations provide an exclusion of certain joint ventures from the normal “affiliation rules”. Under this exclusion, small businesses may team together through teaming agreements, joint ventures, operating agreements or other means “without regard to affiliation” under specified circumstances. AOC’s business model is based on the these SBA joint venture policies and frequently establishes joint ventures or operating LLCs with other small businesses to present the government with an offer that is both highly competitive and integrates the best-of-breed technical, management, staffing, and past performance capabilities required.
