L. Frank Field, Chairman of the Board Frank Field serves as the Chairman and CEO of American Operations Corporation and managing member of a number of AOC subsidiaries. Mr. Field founded American Operations Corporation in 1983 as an entrepreneurial team of business development professionals focused on the rapidly expanding opportunities in the government services market specific to the Deparment of Energy. Mr. Field has earned a reputation as an innovator consistently obtaining an edge for his clients. He is an energetic builder of successful coalitions through teaming and joint venturing in new or expanding markets.

Over the firm's 28-year history, Mr. Field has expanded the firms business focus beyond business development services where today American Operations Corporation also provides services to industry and government in the Information Technology, National Security, Base Operations, Energy and Intelligence communities.

Mr. Field joined the Federal Energy Administration as Associate Assistant Administrator for Operations of the US Strategic Petroleum Reserves and its successor agency, the US Department of Energy where he directed all operations of the 750 million barrel reserve.

Mr. Field began his career as a Naval Officer serving on the nuclear submarine SSBN 620 - John Adams, a Lafayette Class Ballistic Missile Submarine. The Navy sent Field to the University of Kansas where he received a Master's degree in Petroleum Engineering. Field went on to serve as Commanding Officer of the Petroleum Supply Bases in Spain and finished his Navy career by establishing and managing the Navy Energy Office.

Mr. Field has a Bachelor's degree from the U.S. Naval Academy and a Master's degree from the University of Kansas.

Gina Baker Field, Vice Chairman of the Board Gina Baker Field serves as the Vice-Chairman of American Operations Corporation where she has broad areas of oversight of the firm's personnel, facility, benefits and corporate development programs including the firm's web presence. Ms. Field began her career at American Operations Corporation as Director of Human Resources, and has served and directed the firms personnel and facility growth over its 25 years. During that period, she also was responsible for supporting and approving banking commitments, investments, acquisitions and charitable giving.

In addition to her efforts at American Operations Corporation, Ms. Field is the founder, Chairman and CEO of Severn Technologies Corporation, a Woman-owned Small Business located in an Historically Underutilized Business Zone (HUBZone) in central Illinois. In 2007 Severn teamed with SmartNet, Inc. in a joint venture where the firm provides purchasing and logistics services to a classified program headquartered in Las Vegas, NV with deployment internationally.

Richard P. Shields, President Richard (Dick) Shields is President of American Operations Corporation and its Energy Services subsidiaries where he leads all aspects of consulting services activities for the firm and its clients. Additionally, he oversees new opportunity development identification, Capture Management, and brings his 30 years of large project acquisition and development experience to the full range of AOC and client business priorities with leadership in DOE and federal contract and grant acquisition.

Prior to joining AOC, Shields worked as a contracting professional and contracting officer for the Energy Research and Development Administration (ERDA) as well as the US Department of Energy for the construction and operation of Strategic Petroleum Reserve facilities. After his work the Department of Energy, Shields lead contract and marketing for Technidril, based out of Houston, TX. In 1982, Shields joined Frank Field at Kaneb Services where they formed and managed the operations and maintenance of the US Strategic Petroleum Reserves. Dick also directed new business for federal pipeline, petroleum storage and transportation, in the US and overseas. Shields later formed and led The Quest Group, serving as a senior officer of its parent ICF Kaiser Engineers. While with The Quest Group, he directed the acquisition of the engineering and construction management for the $6 billion Boston Harbor Cleanup Project. Mr. Shields joined Stein & Company in 1990 and its successor firm Mesirow Financial directing major federal and private real estate development activities. He has been an industry leader in the Military base Closure industry and formed Mesa Development, LLC to develop residential and mixed-used developments throughout the nation.

Shields has served as advisor to the Secretary of the Army regarding privatization; to the National Trust for Historic Preservation, the Historic Hawaii Foundation regarding the intervention and preservation of Ford Island at Pearl Harbor in Hawaii, and has served on ULI Advisory Services Panels for Ft. Meade Housing, St. Elizabeth Hospital Site Development, and City of Tustin, CA Eastside Redevelopment program. He also has been published in trade journals and lectured at the Northwestern University Kellogg Business School and DePaul University MBA programs in finance, real estate and government programs.

Mr. Shields holds a Bachelor's degree from American University.

Dennis J. Connolly, Chief Operating Officer Dennis J. Connolly, who serves as Chief Operating Officer, joined AOC in 2009 with over 30 years of experience in program and project management mainly in the real estate and development industries. Prior to joining AOC, Denny served as a senior officer with The Rouse Company, The Walt Disney Company, and The Mills Corporation. During his time at these companies, Mr. Connolly led proposal and development efforts, totaling over 30 million square feet of building space throughout the United States and abroad.

While with ICF Kaiser Engineers, he served as Senior Program Manager on the Miami Intermodal Center (MIC), a 25 million square foot facility adjacent to Miami International Airport; and he led the successful proposal effort in procuring the contract for the second phase of the MIC.

Mr. Connolly graduated from the U.S. Naval Academy with a BS in Engineering. He later received his Masters in Business Administration from Loyola College in Baltimore.

Alfred Horton, Chief Technology Officer and President of AOC Connect Alfred Horton has over fourteen years with program management experience. He has over sixteen years of engineering and operations experience as well as experience leading multiple projects through planning, budgeting, design and implementation phases. Mr. Horton has developed three separate geographic information databases to track telecom infrastructure. Mr. Horton was one of three inventors of an improved package ozone generation system for the non-chemical treatment of process cooling water (awarded US Patents #5236673 and #5332556). Mr. Horton participates on the proposal team in response to several large government telecom RFPs. He also has extensive vendor/contractor management experience.

Mr. Horton designs, develops and manages all aspects of Network Operations and Maintenance, Engineering, and IT Organizations within the company. He manages technical areas of multiple Government contracts totaling over $30M. Mr. Horton built-out an in house Optical Networking Lab to simulate, test and configure LAN, MAN, WAN and long haul optical networking hardware. He stood up the Network Management Center to effectively monitor and track network related issues. Mr. Horton plans, designs, and implements the integrated telecommunications services for various government customers.

Michelle V. Silvia, Chief Financial Officer Michelle Silvia serves as the Chief Financial Officer of American Operations Corporation and its ten active companies. Ms. Silvia holds primary management responsibility and operating controls for all finance and accounting activities for AOC's operating subsidiaries to include: A/P, A/R, payroll, benefits, contracts management, cash flow, general ledger, monthly and year-end financial reporting, banking relations, and DCAA audits. In previous years as Senior VP and Chief Operating Officer, Ms. Silvia was accountable for the management oversight of American Operations Corporation and its subsidiaries to include: personnel management, contracts management, marketing systems, and management of office systems and procedures.

In prior years, Ms. Silvia served as Director of AOC's International Operations, specializing in the identification of business development opportunities and providing a comprehensive strategic business and proposal development services. While with Price Waterhouse LLP, Ms. Silvia was responsible for managing the proposal process and the development staff for billion dollar business development projects. Prior to that, Ms. Silvia performed marketing activities for Fortune 500 companies at AOC in the sectors of environmental cleanup and restoration, facility management services, and construction management and development. Throughout her career, Mrs. Silvia has performed diverse management positions of operating authority including project coordinator for teams of 5-100 persons, to proposal manager for billion dollar enterprises, to Vice President of a $2 billion private foundation, to director of an international expansion project.

Catherine W. Foy, Senior Vice President Ms. Foy is a dynamic individual with 30 years of experience managing all aspects of human resources and 401(k) retirement plan administration for multiple entities and subsidiaries. Ms. Foy has extensive experience in the establishment and management of corporate benefit plans and programs, 401(k) retirement plan compliance and administration, development of work ethics and policies and corporate governance.

Ms. Foy is responsible for human resources of American Operations Corporation and provides coporate oversight for 4 subsidiary companies, to include the implementation and management of employee benefit plans and programs. Ms. Foy is responsible for the management of a multiple-employer 401(k) plan of 250 participants, including Service Contract Act and Davis Bacon Act employees. Her responsibilities also include management of employer insurance plans, development of work ethics and policies, corporate governance, facilities management, and management and coordination of the support staff.

Ms. Foy is the General Manager for AOC Intel Systems, LLC.

John Gorman, Senior Vice President of AOC and President of PerformanceNet John Gorman joined American Operations Corporation in 2003 as Senior Vice President from his previous position as Global Chief Operation officer at Headstrong, Inc. (formerly James Martin & Company). Gorman was with the company for 8 years and in his time there, he developed and implemented a set of best practices that lead to significantly improve operations. Prior to his time at Headstrong, Inc., Gorman held various leadership positions with Coopers & Lybrand and IBM Corporation.

As Senior Vice President of American Operations Corporation, Mr. Gorman has been responsible for proposal and capture management for a number of significant projects. Additionally, Gorman has successfully managed PerformanceNet Management Group, LLC. in their providing of dashboard services to both the public and private sectors.

Mr. Gorman holds a BS in Engineering from the United States Naval Academy. He is the Treasurer of the Society of Information Management, President and a member of the Board of Directors of the United States Naval Academy North Texas Alumni Association, and is on the Board of Trustees at the United States Naval Academy.

Bruce K. Terwilliger, President of AOC Techlog, LLC Bruce K. Terwilliger joined American Operations Corporation on January 1, 2011 as President of AOC Techlog, LLC. After a 20 year career as a U.S. Navy Supply Corps Officer, retiring in 1984 with the rank of Commander, Mr. Terwilliger had a second 20+ year career in the apartment industry.

While in the Navy, Mr. Terwilliger served two tour aboard ship and two tours in teaching assignments- at the Navy Supply Corps School in Athens, Georgia and at the U.S. Naval War College in Newport, Rhode Island.

In the apartment industry, Mr. Terwilliger served in senior positions with some of the largest owners and developers of apartments in the United States to include; Trammell Crow Residential, Equity Residential and AIMCO. His final position in the industry was as a Development Partner with Terwilliger, Davis and Leadbetter (TDL), an apartment development company specializing in the development of private student housing near colleges and universities. Most recently and just prior to joining AOC , Mr. Terwilliger directed the development of a 231 unit, 628 bed apartment property in College Park, Maryland, primarily for University of Maryland students.

Mr. Terwilliger received a Bachelor of Science degree from the U.S. Naval Academy and a Master of Business degree from Stanford University.

Jeff Affuso, President of AOC Intel Systems, LLC AWAITING BIO

Bernie Maguire, President AOC Support Services, LLC Bernie. Maguire has extensive federal government, engineering, management consulting, executive mentoring and entrepreneurial experience.

Prior to his position with AOC, Bernie Maguire was the founder and owner of VPA Corporation, a small business that provides consulting services for senior officers and department heads of major utility companies and government organizations. After three decades of continuous business growth, Bernie left the daily operations of VPA and taught MBA courses in Leadership, Business Strategy and Quality Management at the Sellinger School of Business, Loyola University.

In 1982, Bernie was nominated by President Reagan and confirmed by the US Senate as Director for National Preparedness at FEMA, managing the nation‚s homeland security planning and federal crisis management. He was also the leader of the FEMA Advisory Board, Director of the National Stockpile and chaired the President‚s Emergency Mobilization Board until October 1986.

Earlier in his career, after serving in nuclear submarines, Maguire managed nuclear construction projects in the US and other power projects in Central and South America.

Bernie has a BS degree from the US Naval Academy and an MBA from the University of Pittsburgh. He lives in Wilmington, NC with his wife of forty-six years, Joyce. They have four children and ten grandchildren.
